Issue: Candidate-Screening Agent Over-Weights Surface Keyword Matches Against the Job Description, Systematically Filtering Out Qualified Candidates Who Describe Equivalent Experience Differently

Root Cause Resume-screening models, whether keyword-matching systems or LLM-based scorers, are commonly trained or prompted to assess fit primarily via lexical or semantic similarity between resume text and job description text. This approach implicitly rewards resumes whose vocabulary closely mirrors the job posting, which is a function of how a candidate happened to phrase their experience (or whether they optimized for it) rather than a direct measure of actual job-relevant capability. Candidates who used different but equivalent terminology — common among career-changers, candidates from different industries, or non-native English speakers — are systematically disadvantaged by a process that conflates phrasing similarity with qualification.
