Issue: Self-Service Deflection Agent Generates a Fluent, Assertive Answer From a Weakly-Matched Retrieved Article, Instead of Hedging or Routing to a Human When the Retrieval Similarity Score Is Low

Frequency: Common

Symptoms

  • The agent’s phrasing (tone, certainty markers, absence of hedging language) is statistically identical whether the underlying retrieved article had a high or low similarity score to the customer’s question
  • Customers act on confidently-phrased answers drawn from marginally-relevant articles, then return with the same or a worsened problem after the (inapplicable) advice fails
  • Sampling retrieval-confidence scores against the generated answer’s phrasing shows no correlation between the two, despite the availability of the confidence score at generation time
  • Deflection is credited (conversation ends without human escalation) even when the underlying retrieval match was weak, because the customer had no signal that the answer was uncertain and did not know to push back or ask for a human
  • Escalation-to-human rate for low-confidence-retrieval conversations is similar to or lower than for high-confidence ones, the opposite of what would be expected if confidence were driving escalation decisions

Root Cause The generation step is prompted to answer the customer’s question using the retrieved article as context, but the retrieval similarity score is not passed through as a constraint on how the answer should be phrased or whether it should be given at all. Because a language model produces fluent, assertive-sounding text by default regardless of how well-grounded the underlying source actually is, a weak retrieval match still yields a confidently-worded answer — the model has no structural reason to hedge unless explicitly instructed to condition its phrasing (or its choice to answer at all) on the retrieval score.
